    Output filter caps too small?

Why does the 350W Ultra V-series PSU (Wintech) have only 2670uF on its +5.0V rail (470uF and 2200uF, rated 25A) when other PSUs with similar amp ratings use much more (4000uF for 25A Dell, 6900uF for 30A Antec), even thought hey run at higher frequencies? Even my cheapo MaxPower has more capacitance for its +5.0V rail.

Is it usually OK to increase the capacitance, or can I get in trouble with ringing?

If it is a rather good one, I would increase the values of the electrolytic capacitors (use Japanese low-ESR types). You won't get any trouble with 'ringing'.
My first choice in quality Japanese electrolytics is Nippon Chemi-Con, which has been in business since 1931... the quality of electronics is dependent on the quality of the electrolytics.
