Need to identify this ic: IATPH:

I could only identify the following pins:
1 - GND
2 - ***
3 - ***
4 - VCC? (+3.2)
5 - GND
6 - Gate control for this mosfet:

I think it's a feedback chip, but I could be wrong.
The power supply is not working. There are no burnt items. Primary circuit seems to be ok.
More precisely, the power supply starts up very strange. On the main capacitor in the secondary circuit 4.4 volts. There are very rare and weak bursts from the secondary winding. Exactly the same bursts go to the gate of the main transistor from this microcircuit, I think that it is not working or something is faulty in its circuit. There are no obvious replacement candidates in the scheme.
I checked PWM ic for primary circuit RT7786LEC:

There is no pinout in datasheet, but this what I measured:
1 - DMAG
2 - COMP
3 - CS
4 - GND
5 - GATE
6 - VDD
7 - NotConnected
8 - HV
