I think it's a feedback chip, but I could be wrong.
The power supply is not working. There are no burnt items. Primary circuit seems to be ok.
More precisely, the power supply starts up very strange. On the main capacitor in the secondary circuit 4.4 volts. There are very rare and weak bursts from the secondary winding. Exactly the same bursts go to the gate...
