problem is dead,adaptor power is comming+5 AND +3also is ok power button is also working ok, but no power up

this is very common problem
by mistake i but DELL V2520 bios 8mb 25q64 and the lap work fine but no detect the hdd
so all thing is good already try io and step down 3 and 5 v ic all what you think i try expect change chip but it's open good at 8mb bios
so any one solve this aware problem

check signals from hub going to the hdd. Very likely Intel hm chip bad as this mb doesnt has a ec bios.
