      Update: No matter what selection i choose for the BIOS. I Just get looped back to the BIOS recovery screen. Should I re-flash the Winbond chip with my known good BIN, resolder and try with the existing XMC chip. The Winbond worked before. I was able to boot into BIOS and Windows. The problem was when i ran Dell Command Updates it would pull from a different serial number. The serial number defined in the BIOS was wrong. And it would not allow me to change in BIOS. Which is why i went the flash route.

        I re-flashed the Winbond chip with the known good that worked last time. Now i am back to no power, no lights. Something is not right in the chip programming. I took readings of the two chips in diode mode and checked voltages. All is good with circuit. Any further help would be much appreciated. My chip programming experience is amateur at best. Thank you.

          I just wanted to update everyone. I was able get a solid copy of the XMC chip i needed. Then utilized HxD to modify Serial, MAC, and Windows PK to Winbond Chip. Thanks for the assist on this one gentlemen! Here's a victory pic! Happy New Year!
