As the Elitebooks (820, 840 all gens) only show flashing Power LED and flashing CapsLock (continuously) + a very soft "ticking" noise near the DC Jack,
I wonder if re-flashing the BIOS might be of any use here.
As far as I understood, steady flashing either means insufficient power or a CPU/GPU/Motherboard issue. I use the original 65watt power supply.
There are so many threads out there, but most of the solutions involve flashing codes, which I dont have or claim that you MUST use the original power supply, do a hard reset, reseat the RAM, clean the RAM,... -
I have a T490 that will not power on by pressing the power button. If I short out the pins on the ribbon cable however, I can successfully get it to boot on occasion.

As there are not many components on the power board itself, how likely is it that replacing it will fix this issue?
I lack the necessary equipment for BGA repair, so really hope it's not the MEC1663 (UEC1) IC. -

CASE DETAILS
Promblem Signs: Backlight on 1 sec off 7sec > repeat && Red standby light: 1blink, off 3 sec, 2 blinks, off 5 secs, 2 blinks, off 3 sec, restart cycle
13V present on powerboard output. Backlight continues flashing after removing cables to pannel one at a time and even with both disconnected. NOTE: backlight STOPs flashing and remains on when connector between powerboard and mainboard (note Tcon built in) is disconnected.
Tried inserting firmware on USB and left it in for a few hours, but no change
