please excuse my late reply. I had to figure out how to get a dump of the bios these days. I only did it with DOS in the past, but that didn't work with Dell.
So for all that are asking after me, you need the Intel Flash Programming Tool (ftpw.exe or ftpw64.exe) which is included in the "Intel ME System Tools".

My Dell Precision T7910 died after enabling onboard SAS controller and applying RAID settings. There were no hardware changes between working and not working state, only setup (via bios -> controller settings). After applying settings and reboot PC turns on, flash leds (normally) but there's no further action, it just stays on with no graphics and no keyboard led's on. There's no Dell logo, nothing. I have successfully attached to the flash chip (W25Q128JVSQ) on the motherboard with a CH341A programmer and made several modifications using Intel FIT (e.g., allow software SPI write) without bricking. I was also able to boot to a modified GRUB shell where I attempted to edit many BIOS security related options like BIOS Guard/Lock, Flash Signature Override, ME FW Image Re-Flash, etc.
