I have the same issue here and the fan is not spinning but the light is on. there is also a 5.3 volt at the USB port. I tried the basic troubleshooting such as using external monitor, switching ram and long press button but nothing happen. Need your expertise pls help me. Thanks.

it's asus x453ma mainboard, light on and fan not spinning . but no display at all.
