Please help to solve no power on issue on this dell mother board.

I checked these voltages,

5v - 5.1V
3.3v - 3.7V

The 3v3 rail seems high. Check the accuracy of your meter and use fresh batteries. Remove all power. Meter in resistance mode. Check the resistance to ground of each large coil on the board.
