Are you using the proper power adapter for this unit?

On some laptops, if the adapter is under rated on the rating, the logic board will run at the slowest speed to use the lowest power.

The issue could be the bios...wait on other comments.

Double check your reference clock sources like the crystals onboard.

Link or post the schematics if on this forum.

After the bios reflash, did you bios load defaults?

        Enter the bios upon boot.

Change the clock to realtime. Save the settings.

Stay in this bios screen and confirm if the clock is accurate a few minutes later.

If not, replace the 32.768khz clock crystal that should be on your logic board.
