    A1466 M/B 820-00165-A no power

No power , no have PP5V_S4RS3
When the charger is connected, the green LED is off ,even when the battery is connected, on flash U6400 have 1pin 3.3v 8 pin 3.3v
    On L7095 ( PP3V42_G3H ) I have 3.43v
    On L7130 ( PPVBAT_G3H_CHGR_REG ) 8.2v without battery
    On L7560 ( P3V3_S5_REG_L ) 3.3v

Оn the rest of the current chokes nave 0v. Tell me what to look for ?

You have PP3V42_G3H so you should have a green light on the charger. Are all the cables connected to the DCIN board? Without the flat ribbon you won't see a green light.
You appear to be missing S0 power rails. That could be almost anything at this point. Check to see which are missing and find what is in common. Get the green light working first.

Check SMC_RESET_L. This should be high sometime after power on. If it stays low, SMC won't come out of reset and you won't get one wire comms (or much else for that matter). Usual suspects are corrosion around U5110 or the JTAG connector J6100 as this signal is also on that connector.

Check board closely under microscope for corrosion.

I understand thank you, firstly I check now or replace flat ribbon 821-1722-A

        On SMC_RESET_L have U5110 pin5 0v

Secondly I am think now to raise SMC , SMC_RESET_L this signal generates ?

SMC raised, rolled the legs, then plant, now on U5110 pin5 SMC_RESET_L have 3.4

As I know, this series is turned on by autostart after connecting charger
All the same to the rest current chokes have 0v, with the exception of L7560 3.3v and the indicator is on green

            Re: A1466 M/B 820-00165-A no power

            1) voltage on U5110, pin #1 ?

            2) voltage on U5110, pin # 6 (SMC_LSOC_RST_L)? # 7 ?

            3) R5100 present on the logic board ? Is it being pulled up to PP3V42_G3H ?

            4) Use alcohol and with Q-tip, clean up the solder connections on J4800. You may have corrosion on this area. Trackpads / keyboards are a major area of faults. You can remove the cable to J4800. It is not needed to test this logic board with fan spin and power on.

            5) From your last fix, the magsafe GREEN power light is now ON ? Does it go green since you do not have a battery connected ?

            6) voltage on

            PPCHGR_DCIN_D_R ?

            PPBUS_G3H ?

            PPDCIN_G3H
? This is the DCIN adapter voltage.

              1) on U5110, pin #1 3.43v
              2) on U5110, pin # 6 3.43v (SMC_LSOC_RST_L)? on # 7 on 3.43v
              3) R5100 yes present on the logic board , on pin1 have 3.43v
              4) I am use alcohol and the board is not wet, but I nevertheless cleaned almost everything, yes I pulled out the board and left only the cooler and the power jack.
              5) Yes magsafe GREEN power light is now ON, strange but , it lights up green for a second and then lights up orange, it feels like the battery is connected.

              6) PPCHGR_DCIN_D_R have 14.8v
              7) PPBUS_G3H have 8.2v
              8) PPDCIN_G3H have 15.14v

              Тhanks for your help

                These are good voltages.

Add the fan and see if you have fan spin.

Orange light is correct if the battery is missing. For now, the battery is not required.

Attach a display. What is the backlight voltage for the LCD?

Can you see any graphics with a flashlight on the back of the lcd panel (apply light where the apple logo is) ?

Remove the SSD. It is not required. After a delay, the flashing '?' will appear since SSD is removed.

                  These are good voltages. understandable

Add the fan and see if you have fan spin. he is not spinning

Orange light is correct if the battery is missing. For now, the battery is not required. with the battery on or off lights up orange

Attach a display. What is the backlight voltage for the LCD? there is nothing

Can you see any graphics with a flashlight on the back of the lcd panel (apply light where the apple logo is) ? checked with a flashlight, nothing

Remove the SSD. It is not required. After a delay, the flashing '?' will appear since SSD is removed. does not blink

After connecting the battery and charger, I get such voltages : L7320
                  PPVCC_S0_CPU_PH2 1.8v, L7310 PPVCC_S0_CPU_PH1 1.8v, L7630 PP1V05_S0_REG_R 1v, L7430 PPDDR_S3_REG_R 1.2v, L7560 PP3V3_S5_REG_R 3.3v, L7520 P5V_S4RS3_REG_L 5v, L7130 PPVBAT_G3H_CHGR_REG 8.6v, L3095 PPVBAT_G3H_CHGR_REG 0v, L7701 2 LCDBKLT_BOOST 0v

Confirm your PPBUS_G3H? If it's 8.2V then SMC is not communicating to the ISL chip.

                      PPVBAT_G3H_CHGR_REG 0v
Can you recheck this value ? This is the voltage from PPBUS_G3H which is working on your board.

                      L3095 is @ 0V ?

Check & post the voltage for the ENABLE pin 25 (TBTBST_EN_UVLO) of this IC.

Yes on PPBUS_G3H I have a 8.6v. You mean problem in PBus Charger IC ISL6259 ?

BTW, are you using a genuine magsafe 2 charger? 820-00165 boards are very fussy and you will often get erroneous and/or varying measurements when using knock offs.

Review your PM_SLP_S4 pre-requisites. This page from a mate of mine Ben has some good pointers on it. Don't bother troubleshooting any of this without a genuine Magsafe 2 charger.
