when i pluged in the power adapter i found the 3.3 & 5 volt on coils but no voltage on power button i replaced the io with a new ic but still no volt on power button

i think the new io chip shoul be programmeing
and this is the datasheet

NPCE885 is not programmable.

Hello i have problem wtih this laptop Toshiba C855 its a ...mb-03A model of mainboard and problem is laptop only wants to turn on when hi is long time... on charger i just cant turn him on normalu , i take a look on voltage
Coil L6000 - 3.1 v
Coil L6100 - 3.3 v
Coil L6150 - 5.1 V

i am not sure is it good on L6000 to have 3.1 , its on q6000 gate that voltage..

and i didnt find shematic on ...mb-a03,.. and boardview just this a02 ,

do someone know what can make problems like this. thx
