820-3208-A green light no fan spin

Hi,

i have macbook air 820-3208-A that have green light and then became orange light but no fan spin. already change U7000 and U7201 but still the same.
here are some measurements:

PPBUS_G3H = 8.36V
PP3V42_G3H = 3.435V
PP5V_S5 =4.84V
PP3V3_S5 =0V
PP3V3S5_VBSTR = 4V
P3V3S5_LL = 0V
PP3V3S5_EN_R = 3.43V
PP3V3S5_DRVL =0V
PPBUS_S5_HS_OTHER_ISNS = 8.36V

is it my u7000 and my u7201 is bad?

Have you checked for shorts on PP3V3_S5?

PP3v3_S5 is 22K ohm
