You can calculate this value using an online resistor based voltage divider.
However, from the referenced schematic, each resistor is @ 100k ohms so the pin # 9 voltage = 50% of Vin voltage. If it is not ~50% of the Vin voltage, then remove all power and measure the resistance of each of these resistors.
PR173 resistor is mated with Vin. One side should be the Vin voltage. The other side mates with the next 100k ohm resistor to ground so the voltage @ pin # 9 = 50% of the Vin voltage since both the high side and low side resistors are of the same resistance.
So even if you had 10k ohm for both of these resistors, pin # 9 = 50% of the Vin. As long as both the high side and low side resistors are the same, pin # 9 will be 50% * Vin.
