Dell Inspiron 15 3542 Wistron Cedar 13269 1 FX3MC NO POWER ON
5v and 3.3v are present.
3v on power switch is present.
RSMRST#_KBC [17] is not present.
One video have in YouTube with same problem.
But his solution isn't clear.
(I don't know can post YouTube link in this forum)
Anyone know the solution for this problem?

Check your bios all pins voltage after flash BIOS ( have to remove bios chip or you must have the clip ) check the requirements of the KBC

In my case even #RSMRST Missing #SUS_CLK Missing for this same Dell motherboard 13269-1. All the standby voltages are present(start 19v, 5v, 3.3, BIOS Voltages all present, RTC 3.2V, LID Switch & ON/OFF 3.2V etc. all present). Only this requirement for the KBC RSMRST is not Present, should be 3.2v where as this ZERO (LOW) & thereafter the board will generate SUS_CLK. Does anyone have a solution for this problem. On Youtube this guys assures that he knows the solution & to get it fixed or known, he needs the money., Just image to transfer some good knowledge he need $$$, I think he will take it to his end. If anyone knows or can share the solution it would be great!!! thanks in advance.

@mcplslg123 thanks for the help. Attached photo are the voltages on Q1701 (Pink Text) & Batlow# is 3.2V (Always High). Hope we can resolve this. According to that youtube guy, he clearly says that PCH, I/O & GPU, none of them are defective. Hope we can resolve this issue. Thks

Q1701 is working fine. Pin2 is Gate and its high, so ground will reach source(pin6) and in turn Pin5(Gate) will be pulled low,so that Ground from pin4 dont reach PIN3. This should allow RSMRST# to reach pin3. So nothing wrong here as far as i understood it. Pm_BATLOW# is also fine.

If you remove R1702, does RSMRST# is present on pad2? Check value of R1702 as well.
What is the resistance on RSMRST# pin on SIO? Should be 10K or higher.

If you remove R1702, does RSMRST# is present on pad2? 0.32V
Check value of R1702 as well. 1K
When I solder R1702 back, it changes to 0 volts.
resistance on RSMRST# pin on SIO is almost 10.94K

I watched the YT video and noticed that 3.3V rail is showing a bit higher value. Is this same in your case. That may be due to usb IC. Try removing them and see id it makes any difference. Remove Q1701 and see if RSMRST# is rising.

@mcplslg123, I just returned it back as it was taking long time to repair. I had to do other repairs too. This motherboard is not very costly, I might order a new motherboard for the owner. Once I have this board in my hands again & have the time, then I will again look into it & find where the problem is. Thanks for all the help.
