HP 15z-ab motherboard no power

I am attempting to repair a HP 15z-ab motherboard board number DA0X22MB6D0 REV D. When the charger is plugged in, the white led on the charger port turns on and when the power button is pressed 3V/5V comes up but the suspend voltages don't come and the fan doesn't even spin.
I have checked for shorts on all the mosfets, I have checked for shorts on all the inductors, I have flashed the bios and I have replaced the 32.768KHz oscillator.
Checking around the EC I have noticed that ECRST# and ECPWROK are both low, however RSMRST# is high. Any pointers on what I should check?

what voltage are missing when press the PWBT DNBSWON# SUSB# SUSC# S5_ON +5VS5 +3VS5 ?

After DNBSWON#, S5_ON is present but SUSB# and SUSC# are missing

PU13 pin13 & 8 voltage ?

There is 0v on both pins

find out R5036 10K for any short, EC_RCIN# is low test resistance to ground U5001 pin 2 & 37 , pin 76 30 31 voltage ?

No short on R5036, resistance to ground on U5002 pin 2 is 1370 Ohms and infinite on pin 37.
Pin 30 = 0v
Pin 31 = 3.3v
Pin 76 = 2,95v

if you have power LAB apply 3V to pin 37 SIO & see if any results on out put

I injected 3v on pin 37 and strangely ECRST# is now going high even after unplugging the charger. I tried injecting 3v on ECPWROK but the board still doesn't turn On

R164 10K +3VS5
voltage on PL12 PL13 ?
+1.8VS5 is present ?
put a jumper from PU12( pin1 to 13) PU13 (pin1 to 13)( pin7 to 8) PU14 (pin1 to 13)( pin7 to 8) CPU should get worm power up & see
