dell 3521 LA-9104P start with 2 bip i all ready changed the memory and flash new bios 1.5v present any suggestion ????

and when i touch the pch i feel she becoming more hot and when i mesure it i found it 59 degres

voltage on 199 pin 3v is present

Check again it should be 1.35V

Heat the PCH slightly with good flux and see if any changes , what voltage are missing on coils?
Check for SYS_PWROK , did you flash both bios if so voltage on all pins 2chips

yes i flashed both of them all voltage are present pch need to be replaced because it becoming hot after turning on the laptop

PCH getting hot is normal. Check carefully ram slots for bad contact/corrosion.Do you have ddr3 ram slot tester card??

unfortunately i dont have it tell me wich pads i need to check because when i asked the client how he did stop he told he didnt use the laptop for 2 month and when tried to turn on he did 2 bip directly
