ACER D270 SHORTED Vin main Power rail

hi guys i have this acer d270 . DAOZE7MB6DO REV : D mother board. no power on lights ,no charger lights indicator.
    done check.
1- remove battery. charger ok 19v
    2- VA1 across PL6 fluctuating 1.5v max VA2 after PD7 fluctuating 0.5v
    3- PQ38 getting hot pin 123 fluctuating 0.5 , pin 5-8 0v short to ground
4-remove PC 84,85,86 and PD8 check component ok .. read voltage while component remove ..still thesame fluctuating reading.
5-check PR 133 Vin-- remove and check PC 87,88 .same Vin shorted to ground...notice..PQ38 getting hot at 10seconds
6--checking board view.. and there are lots of capacitor 0.1, 4.7 and 2200.. connecteed to Vin-to-ground.. is there a way to isolate other stage that have Vin supply???

You mean even after removing PR133, PQ38 getting hot?? It seems you have your +19V rail shorted. Which side of PR133 is showing short to GND?? If you have dc supply, inject voltage at the shorted side of PR133. IF PQ38 getting hot even when you remove PR133, then PQ38 itself may be bad. Measure Resistance on all pins of PQ38.

yeah seems like the pq38 is the culprit.. when its getting hot and i apply alcohol it cools and the 19v, appear on VA1 AND VA2 SIDE CHARGER SIDE.BEFORE PQ38..AND when its get hoter the 19v, becomes 1,5 fluctuating..
