Apple ipad air 2 lost password

I have a Apple Ipad air 2. My daughter has try to open but she don't know the password. after 15 times it shows it has disabled and connect with itunes. i try to recover with recovery mode. it is showing the device not eligible to do it in itunes. now it is not exit from the recovery mode. is anyone knows how to clear this problem.

Step 1. Commit a heinous crime
Step 2. Wait for your national Law Enforcement agency to hire a competent hacker to crack it open since Apple would rather you just buy a new one.

I solved that problem by flashing with older firmware.
