Toshiba C50-A0113 only works on battery but not charging

Hello I have a Toshiba C50-A0113 it switches on with battery but will not charge the batt or switch on with charger. it has BQ25a charging chip. I have measured the pins and here are the results.

I have already changed BQ25A but still has the same problem.
