Toshiba L310 not powering on,

Got Toshiba L310 on my table, it's not powering on,
+5v and +3v ok, probably bios error what.
attached schematic and bios file.
and fix this bios, just wanna flash that bios first.

check nbswon# and rsmrst# signal before and after pressing power button

nbswon# is good, but no signal/volt on rsmrst#

Advice.
When some one ask you for a pin whats there . You say voltage value. Or scope pictures.

You don't say its good .

And on top of that you said your not expert. I'm not expert.

But when i want help i say what i found what i can find and what i can i do.

So. Voltages ok?

Find every coil on the board and check for short with ground reference.

Remove cpu it will miss guide you.

try reflash bios, might be this can help:

it's 1 mb bios, not 2 mb
