    1) Which CPU? How much RAM?

    2) Was it ever fast to run?

    3) Corrupt OS? Boot in safe mode to test if a device driver could be a factor.

    4) Using official power adapter to power the unit? What is the history of this unit?

In case of dell slowing down, first thing to check is whether adapter is detected in bios setup and next psid reaches SIO or not.

Check your battery also. Sometime not genuine battery can cause CPU limit. Check your CPU clock in Task Manager.
