I have 2 dell motherboards with the same problem, though I was able to narrow down where the short might be by checking the coils first.
You might already know this, I will put it in the attachment just in case someone is interested.

Change your Northbridge.

Wow, I didn't, thank you a lot. I found a short in a coil against ground, so I desoldered it and one side was shorting while the other was not, so I applied current there, but the only thing heating was the SJTNV BGA chipset. Is that a false positive?

How many volts - current?

Any one got a schematic for this mobo ? it starts but no picture. current consumption is fixed at 0.80 A, i'll program the bios first. Since all the coils have neccesary voltages, i think the problem is chipset, if bios is ok.

have this one. bad bq247 charger ic. just short the 19v on dirst mosfet from source to gate

Programming bios solved the issue. Laptop starts now, installed win 8.1 without any problem.

i have this laptop which is also dead.

How did you reprogram the BIOS?

You have to desolder it first and use a LPT or USB Bios programmer, make sure you have a SOP8 converter if it uses DIP8.
