Sony MBX-273 No Power(3.3V, 5V Missing)

I have this Sony MBX-273 on my hand. 19V present but no Voltage on 3.3, 5V Coils.

It has a SN608098 Chip. When I check its pins It shows;
19V on pin 6(VIN)
5.3V on pin 4(EN_LDO)
3.4V on pin 5(VREF3)
1.3V on pin 1(VREF2)

But only 0.46V on pin 7(LDO)

Is this means Chip is gone?

Remove all power. Meter in resistance mode. Measure the resistance to ground of this LDO rail.

Post the measurement.

Not a short. Test with a replacement of this part.

Yes. The ldo regulator is internal to this device. The enable signal is present and output side is not shorted. Suspecting the part is defective since there is no valid output voltage.
