can you please tell me picture this scheme!

there vin_src voltage 19v. vin_on voltage 16v. but the voltage vin nothing at all. is the problem of the EC but for 3/5valw voltage there. please help!!!! thank you

Flash bios first - is the battery charging? Do you have power good signals? If you flash bios and battery is charging, try to reflow southbridge or replace kbc.
