Toshiba L450D-11G: Makes light on charger blinks

Hi all.

This laptop makes the light on the charger blinks. Laptop is also dead; no sign of life. Tried known working charger and same for all results.

Laptop was worked on before assuming they were trying to repair the issue. Inside shows an IC (PQ24). It was tested shorten. Ive replaced it with new but when I plug charger in, it got shorted. Anyone knows what could be causing the issue?

I confirm that the pads on the MM are ok. See picture below:

PL7 looks broken -- a cracked inductor can act as a short piece of wire (dead short) which can cause problems.

tripping off after a few seconds is caused by a little resistor of pin 23 of pu7 chip you are in the right area check resistor should have approx 3v on both sides (its a very low value ) its the suspend from the kb chip
