Do you have any chance to plug a full battery and try to power on then ?
Because you have similiar symptoms as I 've encountered before.
Remember, never ever connect two adapter pins together, it blows the charger chip. Use original HP charger.

          Which schematic are you using?
Did you check voltage at pin 8 of EC-BIOS?

            Re: PM_I_hpc_s mv_mb_v3

im using hp_g62_compaq_cq62_foxconn_star_federer_rev_1.0_sch , cheked EC bios there is no voltage there only on sprom , for what i can manage and understand after cheking schematic is that there is some anomaly on s3 state , since some os the voltages that shouldbe present are not there, therefor kb will not work properly
im now trying to find out why i dont get 5 volts on main dc dc , and since i dont have that voltage i also dont get 5Val on the tsp51117 (1.5v ddr3 and outher smal voltages ) cheked that PQ762 should have on pin 3 voltage there due to RUN_on_load therefore i can't get as well any voltage for +3S , since i dont have this voltage i also can't have VCC on kb controler (should be +3S and its 0)

You should check +V3.3A at pin 8 of UI6. (EC SPI ROM)
Also check EC_ALW_EN and PWR_SWIN# signals are both working properly.

                    for EC_alw_en got 0 volts
                    for PWR_SWIN got 3.29 volts

EC-bios is the same as kbc bios. (UI6, page 25)

PCH-bios (or main bios) is US2. (page 13)

Some motherboards have the code of EC-bios integrated in the PCH-bios, so only one bios chip is needed. It is connected to intel PCH chip.
                          Regards.

Check KBRST#_D voltage and 32KXCLKO/32KXCLKI frequency.

Check RSMRST# if 3.3v is present.

But the lack of 5v is also a concern. You must fix this first.

                                    rsmrst = 3.30 volts .

not having 5 volts is what is driving me nuts , could this be like powersaver issue ? since there is no short on the god dam line rail ....

guys mine is working but there is no +VDD_CORE voltage on my motherboard, so no power at GPU chip, what is possibly causing that ? any help will be appreciated.
