Years ago, I had an DMG of a Mountain Lion bootable USB (from a torrent I think) and restored it to a USB with Transmac. That worked. There is one for the Yosemite installer but whether the torrents are still active is unknown.

You can also get an old Unibody MAC (A1278) and use that to create it. There are various methods to get old installers and create the USB, but the easiest is Core Legacy Patcher (but this is only Big Sur or later).
