I thought this is a bios issue but it is not. Other than the main power rail and charging IC, places I ought to think it should have 19v it has 8.6. At the LVDS connector, there is no 19v. If I connect the charger, the power button led comes on for 1minute but the processor is cold and the fan doesn't spin. What might be the issue?

These boards are very complex to fault find. However, you have to establish whether the board works with both barrel and UBS C chargers. I would suggest use the barrel as it's simpler to follow.
Ascertain whether the 19V is present or not. If so, check the usual 3.3v and 5v and take it from there.
