Where is 5V,12V rail generated - PALIT 980Ti

I have a PALIT 980Ti 6GB givng me a black screen.
3.3V is present, 5V is not. Does anyone know where 5V is created?

What is 12V_PEX8_F?
I have PALIT Jetstream 980Ti 6GB missing a 5V rail, it seems that the 12V_PEX8_F (probe point) near the 5V buck converter is missing.
I have never heard of a 12V PEX rail, what is it??
Also, I thought that 5V is turned on first, then PEX??

10th generation lower dont have 5v block coil.
PC work for schemaltic:
Mainboard: Gigabyte Z68XP-UD4
CPU: I3-3240
Ram: 16Gb
Graphic Card: GTX 1050Ti zotac 4Gb Mini
SSD: 120Gb
HDD: 2Tb
