Does this Optiplex 3060 Micro chipset look bad?

Trying to diagnose a Dell Optiplex 3060 Micro that shows a "2,1" blink code -- bad motherboard I think.

This chip has some brown gunk along the side. It doesn't come off with alcohol but I am able to scrape some off. It's hard, not gooey.

    Could this be fried?

It looks like a burn mark to me

General Intel Chipset/Dell Design inquiry Optiplex 7050 Micro
      by lustre
      Hello,
For reference, I am using the schematics of a Dell Optiplex 7050 Micro, D24M8, and will include them in the post if I can (I am a new member, so I'm not quite certain if it's against the rules or possible atm).

My question, what are the prerequisites for the PCH to output CPUPWRGD? I have a board that won't assert the signal, even though I have all prerequisite signals listed on the power sequence map, and I have confirmed all crystals are oscillating at proper frequencies as stated on the CLK diagram. The PCH has been replaced, and a known good SPI is flashed and...

Optiplex 3050 micro 2 blinks followed by 3 blinks issue
      by Taurus12
Does anyone have an idea of what might be the issue with my 3050 micro? I have tried replacing new cmos battery but still the same

I am not sure if its the powersupply that I'm using is the issue since its the original powersupply. its a laptop powersupply with the same specifications with the 3050 micro so i guess it should be fine.

i also tried replacing the bios but with no avail, everytime i try another bios it gives a different blinking lights

Any recommendation on what I have to do next? Thanks in advance
