Half a dozen answers are running through my head, most of them snarky.
The short, unhelpful answer is "with a appropriate programmer and the proper data."
With a little more information - the part number of the IC you wish to program - I might have been more specific.
NOW, making a big leap here; in another thread Per Hansson has mentioned successfully programming the serial eeprom for an Acer 2423W using a Willem programmer. The data was found on a Russian site.

Like PlainBill said there are many ways. A few that comes to mind is desoldering the chip and connect it to programmer somehow. Lifting/disconecting the appropriate legs of the board and try piggyback the programmer. Some monitors have some sort of JTAG or similar type connectors so you can program them without much trouble.
Be very sure you have the right firmware though, or at least a good backup of whats on the chip now.
Why do you want to flash it btw, are you sure the error is there?Comment

by H34TORecently I've gotten into EC flashing due to my broken laptop(s) and started frantically searching methods for flashing the IT5571E-128 chip on the cheap(due to me beaing a student and not having a job) and noticed that ITE newer chips can be flashed via ISP (In-System Programming) either via SMBus or the KBC (EPP - Enhanced Parallel Port) interface. While these can be achieved with programmers like SVOD4/3 or the RT809H/F those options are WAYYY out of my budget so I was horrified. by STKR123As the Elitebooks (820, 840 all gens) only show flashing Power LED and flashing CapsLock (continuously) + a very soft "ticking" noise near the DC Jack,
I wonder if re-flashing the BIOS might be of any use here.
As far as I understood, steady flashing either means insufficient power or a CPU/GPU/Motherboard issue. I use the original 65watt power supply.
There are so many threads out there, but most of the solutions involve flashing codes, which I dont have or claim that you MUST use the original power supply, do a hard reset, reseat the RAM, clean the RAM,... -
