There are some TV power supplies,where the standard fault is failure of the Blue ballast caps, and measuring resistance on a meter does not indicate that they are faulty.I would certainly resolder them,even if they look to be ok, and then possibly replace them if necessary.

If the cap shows resistance reading using DMM which puts out 5v at the most, just think what will happen when the cap is exposed to 2000V, the cap should show open circuits when check with DMM.

I am not sure what you are reding on the meter when you test the cap.
Here are the pictures of the chassis that I saved, the transformer does not have the same P/N as yours.

Apparently the 2233SW does not share the same transformer as my 2233RZ.

New transformer arrived from China yesterday. Installed tonight and all is well again. Thanks to everyone for your assistance.
