I just bought a Blue ESR Meter Need help understanding Reading

All of these caps are in my Dell CTR monitor M770

If I am reading this right 4 is the MAX reading

Manufacturers make different series of caps for different applications. For example, in a SMPS, you must use low ESR caps. For something else, general purpose caps may work.

For the Panasonic FR series, they are low ESR. According to digikey.com at

http://search.digikey.com/us/en/cat/...v%20fr&stock=1

A new 47uF 25V FR cap should be 300 mOhms (impedance row). New caps can often read better than the specifications. So if that reading is .13 Ohms, then this cap is better than the specified 0.300 Ohms.
