acer aspire one. top shows on bottom

The computer displays everything and i can scroll around with the mouse to see but it behaves like the monitor is smaller than it actually is

top of the screen is cloned at the bottom
1.5 inches of the right part of the screen shows nothing
at first i could reboot and it would fix but now it's constant and it shows up during post
if i move the mouse towards the cloned area it bleeds when i hit the border

It's a laptop. It doesn't have such a thing. I'm sorry but that looks like a bad panel.

When panels go bad usually the only option is replacement. You can try the typical things like making sure all of the connectors are seated properly, or putting pressure on the bonded connectors on the panel itself. Not much else to try outside of that.

Put the refresh rate back to 60Hz where it goes on an LCD and fix your resolution.

Would hooking up annother monitor as display 2 rule out a video card problem [see if the second monitor behaves the same way?]

Thinking about this a little more (after reading PCBONEZ and Alexanna's great suggestions), it may be too early to declare it a bad panel... have you tried to boot Windows in safe mode to force the default resolution (800x600)? You can always try a Linux Live CD to see if the problem persists there too.
