Power bank not giving the right mAh?

So I bought my self a power bank for my S7 phone, i went for
    10400mAh bank from trust
    http://www.trust.com/en/product/2061...-charger-black
I purchased a usb tester couple of months ago.
Looks like this one, not sure if its exactly that one though.
    http://www.ebay.com/itm/USB-Charger-...0AAOSwOVpXejGB

I decided to test my bank with the usb tester after I had charged it for 29h according to the manual.
First drain gave me 6526mAh, that's when it turned off.
Second charge gave me 9827mAh, which took me 13 1/2 hours.
The most Amperage I've gotten from it was 1.2A while charging my phone usually it's around 0.6-0.9A
Now i'm discharging it again, it shows 2 LED of 4, and currently showing 3161mAh, which should give me just shy of 6000mAh like last time, when it will power off.

So my question is, am I not understanding this right, it should give those 9827mAh since it had been charged that much, right?
Why don't I get the 2.1A output from the 2.1A plug and the 1A plug only gives around 0.8A.

It's just a generic power bank and not one that will understand the S7 super charge requirements.

How come the before charging shows 0.77A and the after charging shows 0.00A.
What is the x.xxA supposed to represent? Current draw? Charging current?

        Care to explain?
Do you know what it will take to meet the requirements?

It's showing 0.00A because the power bank is full and no current going through it (Or I might have unplugged the bank from the tester but the tester is still connected so that I can get illumination)
x.xxA shows the current going trough the tester, not sure how else I can explain it?

I don't know how Quick Charge 2.0 works, perhaps the phone identifies with the charger so gets the extra current.
