Even a centimeter affects the impedance / ESR of a capacitor. In monitors, the lead size doesn't really matter much but 9 inches or 20-25 cm is quite a lot.
Also, depending on where you put it, the long leads could "catch" noise, like antennas, which may or may not affect the monitor.
Tell us what capacitors you need (uF value and voltage) and we might be able to recommend stores near you... and if there aren't any good alternatives and if I have the proper values in my personal stock I may offer to send you a few at the standard price plus a dollar or so for postage.

The capacitor is 450V 120uF 105c - I've looked on stores here (Buenos aires @ Argentina) and didn't find any exact one - the one I bought (snap-in that doesn't fit) is 450V 150uF which appears to do the job just fine in my testing.
That capacitor would only run at 120Hz at most, so it won't be that much affected by long leads but still 8-9 inches is a lot. I would say 2-5 inches would be no problem.
Sorry, I don't stock those large voltage capacitors because they usually don't die so often.
I use Farnell a lot here in Europe, I'd suggest looking at their export site or to their local distributor and see if they have the right size and capacity value:

It points to search results for 120uF and 150uF capacitors rated for 450v with radial leads (so you could solder it horizontally using its leads)
You should look at the diameter and height that would fit in the place you have on the board (height matters if you plan to put it horizontally on board) and then pick the one that has the best life time rating (105c preferred, the most hours)
If you still can't find one, you could also check "snap in" types and see if that gives you better capacitors.
Last... see how much they charge for shipping, in my case the shipping is relatively cheap at about 5$ for any sized package.

But yeah, I dont think a few cm (or inches) will hurt, if you want to be sure, use nice thick wire. Thin wire will have lots of inductance, and it will have a smaller current capability.
Ah yes, 17PW15/20... what a mess of a PSU!! That is only one of my complaints about it.
