Dell Inspiron 3264 AIO - Bad BIOS?

Got a Dell Inspiron 3264 AIO unit that just power cycles. No obvious issues with the motherboard, I'm thinking perhaps it got a bad BIOS flash pushed out through Dell autoupdate, especially since I see Dell released a critical BIOS update for this model earlier this month. I've removed the BIOS and dumped it's contents using CH341 programmer, that is attached here.

The latest Dell BIOS update is available here:
    https://downloads.dell.com/FOLDER056..._AIO_2.7.0.exe

But when I extract the ROM or HDR file it's ony a 10MB file and from what I gather is encrypted. Got stuck trying to figure out how to decrypt the HDR and merge with the original BIOS dump to create a valid 16MB BIOS image I could use to reprogram with the CH341. Can someone help?

Thank you! Curious how you were able to make it.

Unfortunately it doesn't seem to have solved the problem. Symptoms are a little different after flashing that and resoldering the BIOS:
It now automatically powers on when the power is connected, and stays on a few songs longer with fans at full blast, then spins down and the cycle repeats.

Thank you sir! That did the trick. I owe you a beer.

Can you explain the process? This won't be the last bricked system I encounter, especially since Dell seems to be pushing out BIOS updates via their pre-installed auto update software.

Thanks. The bios backup is gone.

After a failed bios update, the machine rebooted into a 3x3 (red and green) beep pattern.
A technician soldered a new IC and flashed the one without password, but the AIO now has no activity (no fans, beeps, dead).

The problem started after freezing (for hours) during this step.

I was wondering if someone could repair this bios. I have a working bios to get the motherboard working but the hard drive is bitlocked so I want to preserve the original bios so I don't have to deal with figuring out the recovery key.

                                        Model is Dell Inspiron 3464
