Vizio VO32L FHDTV 10A Powers ON will not Power OFF No Pic or Sound

For Your Consideration I have a Vizio VO32L FHDTV 10A That has standby and powers on via the power button but has no picture or sound and will not power off (must be unplugged ).

Let me start with the history of repairs, I got this one a long time ago and if I remember correctly it was DOA, no power, no standby. I recapped the power supply (if you look at the picture I had to slightly mod the heat sink to accommodate the taller caps. I put it back together last year sometime and it did exactly what it does now. Standby Light is on at Plug In. Power on with the set button, logo turns white, I dont hear a relay click, but I have my voltages, even have the 24v for the lamps running while it is powered on. So when I first had this problem immediately after fixing the PS I disassembled the cover to the power board, etc to check all voltages and turned it on in the middle of testing things and Voila, IT WORKED. several times for sevral hours at a time I tested it and it worked. So I put the back on it loosley and set it on the shelf waiting on the bedroom TV to go out.

Recently I wanted to put it into service so i took the back off and put all covers on and all screws where they go and when it got to its destination, BACK TO HAVING THIS POWER PROBLEM AGAIN.

SO as it sits right now, it is having the same problem. Plugs in, has standby, powers on, No Screen, No Sound, and cannot power off unless it is unplugged. I fiddled around with tightening board screws and trying to see if I had a loose cable or a ground issue and I am pretty much stumped. Trying to avoid buying a board because they are either in short supply or being sold as is. Any Help is Appreciated I THANK YOU GUYS SO MUCH FOR ALL THE INFO ON THIS FORUM IT IS PRICELESS. THANKS IN ADVANCE.

"cannot power off unless it is unplugged" Main board is not working properly.
You need to report the Voltage of all the pins of the power supply connector that goes to the main board, there are pin labels for all those pins on the power supply board.
I suspect that the main board may have bad regulator IC's which is the common failure in Vizio TV's.

Ok so I tested voltages with power on and here is what I came up with. Starting with the PWR pin = 2.6V next the three +12V pins from right to left = 11.73, 11.74, 11.74 then the four GND pins from right to left = All read 0V. Finally the +5V from right to left = 5.14, 5.14, 5.14 . And A and B pins read 0V. See Pic.
(Sorry the phone auto flipped the pic but you get the idea from the labeled pins i guess)

OK, so the main board is sending the PS-ON to turn on the rest of the power supply but the main board is not sending and BL-ON, or DIm command signals on the 'A' and 'B' pins.
You need to start checking fuses and Voltage regultor IC's on the main board next.
You can read up on how to test the Voltage regulator here:
              https://www.badcaps.net/forum/showth...999#post300999
Also look at the spec sheet of the IC so you will know what each pin is.

OK I have tested the voltages you suggested. I included a diagram of locations of each on the board they are circled and labeled.

They are all OK, may need to try doing the reset but I do not remember exactly how.
I think you push the power button for 30 seconds and let go, I have do the research on that since I have not done one for a long long time.

I will look it up. I tried that a few nights ago not sure if I did it right. Is it normal for that transistor looking IC (U15) to have 2.0 V at ground? Other similar ones read 0 V at GND pin.

                      U15 is adjustable regulator.
The output of regulator should always be = to Voltage on pin 1 + 1.25Vref.
                      I.E. U19: Pin 1 = 1.25 so the output should be 1.25V + 1.25Vref = 2.5V Vout.
The Voltage between pin 1 (adj) and pin 2 (Vout) should always be 1.25V (+/-3% typ.).
Some time they install Adjustable regulator in place of the fixed regulator but they did not change the silkscreen to call pin 1 as ADJ. The board lay out is made to accept both type of regulator, all they have to do is installing the appropriate jumper or resistors for the needed regulator.

Good, yea since they had it labeled I didn't quite understand if that was fixed or adjustable since it also was a larger IC.(still learning) I will try doing a reset and see what I get.

I was doing some research on problema in similar models and I ran into a video with a 42 in Vizio I believe, similar symptoms and most everything checked out, the guy even ordered a new lamp driver board thinking it was that, but come to find out it was two caps on the main board that were not giving sufficient voltage to tell it to turn on. Main board and layout of PS and lamp board looked almost identical so judging by the bad caps he showed O think I am gonna pull CE17 and 13 the two larger green caps in the upper left if you refer to pics. Its at least worth my time to test them. I have an ESR meter.

Well I uprooted those few caps and tested them out of circuit and they were well within range. I would say I am at my limit here but this is just an extra set I am toying with hoping to learn some main board diagnostic and repair so I dont really care all that much but at this point I am kind of out of ideas on this project. So if anyone has a theory I havent tried I would appreciate any input. Thanks guys I love learning through trial and error on these projects.

Replace the EEPROM. For shits and giggles, freeze the EEPROM with a can of air upside down, then turn the TV on. Chances are about 70% finding a bad EEPROM this way. Other than that, replacement EEPROMs as cheap to be had, so you could get a replacement and see what happens
