      The command signals are fine:
      6- 4.7v (blu_on)
      14-3.1v (PS_on/off)

      13-5.3v (A5v) ---is this the standby 5v? Fine, 'A' for always ON power supply which means STBY power.
      I would agree with Tom that you may have open LED in the LED string.

                    maybe thats whats rolling around behind the screen...
                    No screws holding on the sheet metal. hope this is as easy as taking apart a laptop pc.....

                      It's pretty tricky. The part you have to be most careful around is the LCD panel. Once you get that out and safely stored, the rest is pretty easy. Make sure to line the panel up properly when fitting the case, or you'll crack it...

                        Should i go at it from the screen side bezel or start taking off the boards and going in that way?

                          On every panel I've worked on, the front plastic frames come off (you may have to loosen some internal screws), then you can access some screws around the LCD panel and lift off the panel that way. Be careful, as the LCD panel may move when you do this, so have the panel laying on a flat surface first.

                            There are a lot of clips holding the bezel / screen on to the metal.
                            I have it mostly open and can see inside there is one glass top lose inside

                              That is the LENS for the LED, for that LENS to come off the TV must have been hit hard. You may want to look real close at the LED strips.

                                Looks like where the one that came off looks a little brown ...hard to see at this point

                                  You can use 3V batteries with 100 Ohms resistor in series with the battery to limit the current and use it to probe for bad LED (you will have to figure out the Anode pin and the Cathode pin).

                                      1k is probably too high.
                                      A coin cell (CR2032) will work without a resistor - the coin cell's internal resistance will safely limit current enough.

                                          Not always in series but one failure will cause them all to go out as it will trip the protection circuit.

                                            good morning, I have a samsung UE55F8000SZ tv that turns on, shows the logo and turns off after 1-2 seconds.
                                            This defect happens continuously, hearing the classic click of the relay every time.

                                            Power supply board BN44-00636B

                                            disconnecting the mains and lamps from the power board always causes the same problem.
                                            Is it normal that without anything connected this power supply turns on and off cyclically?
                                            any suggestions on what to check?
