Again I shall answer no. As you have confirmed you have the latest version you can move on to check/try other things.

I think a part of it all was those .NET files from windows update, I installed them, and things have gone different then

Re: Dell inspiron 531 fans constantly blowing hard

Reboot your computer, and as soon as it loads your [Desktop], try to open up [Windows Task Manager] and keep an eye on the CPU usage and see if its running HIGH.

Click the Checkbox to (Show processes from all users) then click to sort the CPU column in descending order.

Oh yes, the CPU usage is very high. it won't go lower than 97%

Because it finished doing whatever was using the CPU.
I love putting bad caps and flat batteries in fire and watching them explode!!

No wonder it doesn't work! You installed the jumper wires backwards

Reboot your computer again and as soon as Desktop loads, take a screen shot of the Windows Task Manager in Processes Tab, Sorted by CPU.

I'm trying too, but the cpu percentage keeps dropping to 5 % before I can take it! I rebooted three times now

Everything is perfectly normal, then. Most PCs have high CPU usage for a few seconds after startup. It's only a problem if it doesn't drop back to idle after.
