ESR specs for good caps???

I have a blue ESR meter for testing caps on Dells where I work , but im not sure what the correct outside ESR reading would be.
Im sure anything under .10 is fine but , some capacitors read at .17 or .19

Also whether these ESR ratings would vary based on size of the capacitor
