I've got plenty of capacitors I've desoldered from various mobos and PSUs, but I have no idea, how to measure their "condition". There are several RLC meters, but most of them can measure up to 100uf (+-). Is it different to measure electrolyte and any other capacitor? I cant afford any expensive multimeter, so a DIY solution would be great

This is the source from a Philips TV 43PUH6101 that suddenly stopped.
I know it's the source since I have ~ 0 volts on outputs 12VA/16VA, 12V/16V, +3.5/+5V
For the latest weeks I've been trying to figure out the problem with this. I've ordered all kind of mosfets, a capacity meter and other things to try to figure out the issue with this PSU. My wife thinks I'm crazi but I want to repair it
Initially, when I started the testing with the multimeter on diode mode (220 V on):
- discovered that was Q9101 shorted (or I shorted it)

by chaoshuskyWell, this is the second laptop of the exact same model and spec to die on me, the first one lasting a month. Fortunately that was returnable, but apparently the seller lied to me about this one and had even had its warranty registered, so very much out of luck there and can't afford to lose £900..
Anyway, it had been having issues for a while again with throttling, after fixing it briefly..almost like the heatsink is defective and slowly coming away! Worked great for a while, but started throttling on the GPU and throwing the odd blue screen, even when running in non turbo or... -

Like clockwork, I've had to replace the SLA batteries every 4 years. It was about that time and the UPS was acting like it needed new batteries... randomly shutting off with AC present, not being able to charge fully, and poor runtime when AC was removed. I have now a 820-4924 (with a i7 and 16GB).
I would like to get the device working again for me.
The Problem is the Device comes to me with a "dead" ssd. I tested on a other 820-4924 (i5-8gb) board and the MAC OS Installation stopped working with this SSD.
Well i hope/guess its was a easy peasy Fix - New SSD And its working again.. But No!
I don't know exactly how the procedure should start. But the LCD panel goes dark - then the "chime"(?!) sound comes and only 2 or 3 seconds later the apple comes.

I have reverse engineered this tester, schematic is attached and is complete except for capacitor values. These testers annoyingly have no model number but they are the ones you find on the first page of just about any website if you type in "18650 4-channel tester". There is also a 2-channel variant and a newer 8-channel variant. They are very cheap (about £15) and can measure voltage, current, internal resistance and capacity. They have a multicolour display for all these statistics. They also have terminal blocks so that if you want to use a breakout board... - Loading...
