I bought a cheap motherboard that requires external display, and the seller believed it had a "blown fuse" but he couldn't find it to repair it.
I scanned over it and near the display cords and noticed this (the striped top piece blew off?):

1.) Does this look like the culprit?
2.) Can I use a soldering iron and my previous motherboard's capacitor to replace it?
I appreciate ANY thoughts.
