Tilted caps on modem normal?

My 56k internal modem has a few small skinny capacitors which are tilted at a slight angle, but not swelling or oozing any liquid. It still works at this point.

The weird thing was when I looked on the packaging box of the modem, it has a photo of the modem with tilted capacitors clearly visible .

Just wondering if this is a normal thing?

It's normal for those little skinny ones. The slightest touch causes them to move, unlike larger ones.
