Old PII PSU won't "jump start"? What am I missing

I am trying to configure an old PII ATX unit as a test tool/watercooling pump bleed tool but I have hit a snag. When I try to "jump start" the PSU by connecting the green wire to ground, the PSU only fires up for a split second and then quits. I tried wiring a couple of fans to the 12v and 5v rails to provide a small load, but that didn't seem to help either. What am I missing? I have never had a problem jumpering newer models in this fashion.

You may need more load than that on the PSU than a couple fans can give you. Try using a hard drive, that always did it for me.
