Westinghouse SK 26H735S/Liteon PB 4131-12V fails under load

Good morning folks,

I have already replaced this board once, and it seems my Ebay board has died now also. Specs are as follows
12v-11.7
24v-23.6
5v-5
all caps test ok, out of circuit and plus or minus 10% or so uf on my fluke.
Power on the 12v rail falls under load to 4-5v(tested with my handy dandy test fan).

AS I'm sure you gents will know exactly whats happening, please be gentle as I am at best a weekend warrior.

Can we see good clear pictures of the bottom side of the board and around the connectors also?

Are those two large current limiting resistors within spec?

And yes I know there are some cold pools, they are the legs of heat sinks, My iron does not have da powaa!!

The resistors at r300 and r201 are good.

Can you do straight shot and make sure it is well focused since I need to be able to trace out those connections?

There are quite a few caps out, check-check-and re-check right...
