This may be due to failing capacitors. Does it happen if you switch it off then on again
after 2 or 3 minutes or is it just on a cold start - say after its off for a couple of hours.

i figure it out, when i unplug my TV (HMDI) from graphics card, all OK. So the TV was making problem.

i assembled it yesterday (after i replace the 2 x resistor 100K Ohm). When i turn it on, it worked for 5 minutes and then again no picture just blue button. I turn it off and then turn ON, and it's working since then. Should i be worried that problem will come back?

Impossible for us to guess - you will just have to keep testing- switching on and off after
                  different periods of time.

I thought so, i will test for a week, if monitor working for that time i can assume that it's fixed
