Good news. The new IC did the trick, plus the zener diode was shorted.

Confirmed, pin 4 and 5 are shorted, along with the other except for pin 1. I will source a new one and give you feed back. Hope I didn’t damage the pin holes :s

Earlier I asked about testing the board out of the TV because I was wondering if there I a signal from the ON button that would tell the PSU to start doing its thing. Is there a jumper that has to be installed somewhere??

Nothing, roughly zero volts DC.

Not sure if I'm completely out to lunch here..
I measured the IC. Roughly 320 VDC where marked and nothing on the other pins. I referenced the negative from the 320 VDC when checking the other pins.
Ohh, and upon closer inspection, looks like the blue ceramic cap was replaced at some point....

Yes, the voltage drops almost right away after unplugging the cord.

Confirmed, 316 VDC between positive and negative leg of each cap....

Ok, I will go do that right now.
FYI - The measurements I take have been with the PS plugged in standalone, in other words, it isn't plugged into the video driver board or anything else. Not sure if that matters.
When I was installed in the TV, nothing happens, no standalone light..nothing.....
