I don't think it had FETs there; not only do the pads look like nothing was soldered there, but he said the board still works great, he just put in the spare pile when he noticed the caps. (knowing it might not work great for much longer. heh.)
I'll ask him about photo permission next time I see him.

because heat sinks should NOT, under any circumstances, get that hot.
More likely the caps burst, the VRM fets shorted, 5/12v got dumped to the chip, THEN the chip got so hot as to melt the solder.

I have everything except the laser printers and the ceiling lights on the UPS... and I mean EVERYTHING. the battery chargers for my cordless tools, my bedside clock, electronics workbench (not about to plug my digital LCD 'scope into plain power!), my stereo system (which draws more than any of my computers... heh), everything.
6-8 hours runtime based on what's turned on... plenty to keep everything running through most outages, or give me time to lug the generator out of the garage if it's going to be out for a while.

It's unlikely the mov is the cause of it not functioning, unless the only symptom is blowing the line fuse.
More likely there was a lightening strike / other power surge which toasted both the mov and something else...

Actually, I've noticed a LOT of supplies don't seem to provide one or both negative voltages, or they float at totally random things.
